The short answer

As of July 14, 2026, Greece's energy ministry has put a concrete draft ministerial decision for 800W balcony solar out for public consultation, with comments open until 20 July 2026. It is the most substantive step so far — but until the final text is published in the Gazette, the details can still change.

What happened

In late April 2026, Greece's energy ministry outlined a simpler route for small plug-in balcony solar systems. On 10 July 2026 it took the next step: it opened public consultation on a concrete draft ministerial decision covering the development, installation and connection of self-consumption systems, with comments due by 20 July 2026.

The broader self-consumption and net-billing framework already existed. What is being added now is the specific text that makes the small balcony-solar route — and standalone batteries — practically usable.

What the draft allows

Based on the text put out for consultation, the framework revolves around these points:

  • Up to 800W injection power, with total installed capacity up to 900W.
  • Pure self-consumption, with no sale of surplus power to the grid.
  • No connection agreement, no permit and no connection fee in the general case.
  • Notification to DEDDIE via a Digital Gateway (using TAXISnet credentials), at least 5 days before installation.
  • The option to pair the system with a standalone battery.
  • Stricter treatment for special cases, including Natura 2000 areas, listed buildings and traditional settlements.

Two points worth watching in the draft, because they add cost: it requires an installer's Declaration of Responsibility renewed every two years (in practice, a licensed electrician), plus a directional sensor to block reverse flow and telemetry / a smart meter to record production and consumption. Anti-islanding protection that disconnects the system during a blackout is also required.

What it means for owners and tenants

For apartment owners, the important shift would be simplicity. The expected model removes much of the conventional licensing burden for a very small system.

For tenants, the useful part is portability. A plug-in system can usually move with the tenant, provided it is installed safely and reversibly.

In all cases, building regulations and facade restrictions still matter. The state can simplify the licensing path, but it does not erase private building rules.
